Rules are revised from time to time. Verify current requirements on the CPCB and your state pollution control board websites before acting on this guide.

Regulated categories are listed as licensed-only. Only verified, licensed parties can bid, and a manifest record is created for every regulated order. End-of-life vehicles can only be listed by their owners for a registered RVSF, and the Certificate of Deposit and scrapping certificate are stored on the order.

Biomedical

Rule: Bio-Medical Waste Management Rules, 2016

What you must do

  • Segregate at source into yellow, red, white and blue categories.
  • Hand over only to a Common Bio-Medical Waste Treatment Facility (CBWTF).
  • Keep records of quantity generated and handed over.

E-waste

Rule: E-Waste (Management) Rules, 2022 (EPR)

Handled by: Registered recyclers and refurbishers

What you must do

  • Sell or hand over only to CPCB-registered recyclers or refurbishers.
  • Bulk consumers must file returns of e-waste generated.

Plastic

Rule: Plastic Waste Management Rules, 2016 (EPR)

  • Store in labelled, compatible containers.
  • Transport only with a manifest and an authorized transporter.
  • Send only to an authorized TSDF or recycler.

Batteries

Rule: Battery Waste Management Rules, 2022

Automobile (end-of-life vehicles)

Rule: Vehicle scrapping policy and RVSF rules, 2021

What you must do

  • Only the registered owner can list the vehicle.
  • Deliver to a registered RVSF, which issues a Certificate of Deposit.
  • A scrapping certificate is issued and the registration is cancelled.

Automobile parts: used oil, coolants, tyres

Automobile waste handling

End-of-life vehicles
Owner delivers the vehicle to a registered RVSF, which issues a Certificate of Deposit. The vehicle is depolluted, dismantled and sorted; a scrapping certificate is issued and the registration is cancelled.
Depollution
Fuel, engine oil, coolant, brake fluid and refrigerant are drained and sent to authorized processors. Airbags and other hazardous parts are removed safely.
Steel, aluminium, copper
Shredded and sorted, then sold to metal recyclers and foundries.
Lead-acid and EV batteries
Collected by registered battery recyclers under the Battery Waste Management Rules, 2022.
Used engine oil and lubricants
Sent only to authorized re-refiners or recyclers.
Tyres
Retreaded, shredded into crumb rubber, used in roads, or sent to authorized pyrolysis units.
Plastics, glass, upholstery
Sorted and sent to plastic recyclers, glass recyclers, or authorized disposal.
Reusable spare parts
Tested and resold through authorized dismantlers.
